South Poplar and the Isle of Dogs is home to thriving communities shaped by the River Thames and the historic docks that once powered London’s global trade. The area is undergoing significant change as light industrial and logistics uses relocate, creating space for new development that capitalises on its proximity to Canary Wharf.
South Poplar – the biggest single opportunity for new homes in the borough
Several publicly owned sites, including Billingsgate Market, New City College and Poplar DLR Depot, could together deliver up to 10,000 new homes and significant employment floorspace. This is the single biggest opportunity for growth in the borough, creating an entirely new mixed-use neighbourhood closely connected to both Poplar and Canary Wharf.
The opportunity is at an early stage. Partners have a genuine chance to help shape it from the start. The Council is working with the City of London Corporation to bring forward the redevelopment of the Billingsgate site. We’re interested in hearing from parties on their views on delivery options.
How will we work with partners
The council will lead the regeneration of South Poplar to ensure development across different sites comes forward cohesively and connects deeply with existing neighbourhoods. We want to stitch residential South Poplar together with employment-driven Canary Wharf, strengthening links between Chrisp Street Town Centre and Canary Wharf Metropolitan Centre.

Enhancing Isle of Dogs communities
Development of underutilised sites and regeneration of estates across the Isle of Dogs could deliver thousands of new homes and significant employment floorspace, while enhancing existing neighbourhoods. Opportunities include ready-to-go brownfield sites with planning permission awaiting the right delivery partner. Estate regeneration is a longer-term ambition requiring meaningful community engagement.
The council will play a leading role in coordinating growth on the Isle of Dogs and finding solutions to long-term infrastructure challenges. We will support partners to carry out genuine engagement with existing communities and develop a long-term plan for the area’s future. Partnership working will be key to keeping existing families in place, unlocking underutilised sites, and accelerating delivery. This is our biggest growth opportunity.
